(1) The joint committee shall discuss and investigate the work entrusted to it and prepare a report with recommendations. (2) The report of the joint committee shall be prepared by the chairman of the joint committee in the house where the proposal originates that the joint committee be formed, and if the chairman is unable to attend, any member of the committee with the permission of the speaker. (3) After discussing the report presented in accordance with sub-rule (2), that house shall send a message to the other house with its decision.
